AfDB supports Drought Resilience and Sustainable Livelihood Program in Eritrea

The African Development Bank has approved a loan and a grant amounting to US $7.14 million to finance the fourth Drought Resilience and Sustainable Livelihoods Program in Eritrea.
This Program is an expansion of the ongoing Eritrea Component of the Multinational Drought Resilience and Sustainable Livelihoods Program in the Horn of Africa Project II (DRSLP-II) approved by the Bank Group in November 2014.
It is designed to enhance drought resilience and improve sustainable livelihoods of smallholder farmers in Eritrea, with a view to help achieve food and nutrition security, increase employment and reduce poverty. It will complement the Eritrea component of DRSLP-II, by providing additional activities that could not be accommodated due to resources limitations. It will support the efforts of the Government of the State of Eritrea started under DRSLP-II to improve the drought resilience of the pastoral and agro-pastoral communities of the target areas
The project will cover the same six areas of DRSLP-II by providing additional activities including infrastructure to increase production and productivity of smallholder farmers and link them to markets. The four components of the project are: (i) natural resources management; (ii) value chain and support to livelihoods diversification; (iii) capacity building; and (iv) project management.
High unemployment, poverty and environmental challenges are among the main bottlenecks to inclusive growth in Eritrea in particular, and among member states of the Intergovernmental Authority on Development (IGAD), namely Djibouti, Eritrea, Ethiopia, Somalia, Sudan, Uganda and Kenya.
The negative impact of El Niño and recurrent droughts on people’s livelihoods have intensified food insecurity, and remains a key challenge to inclusiveness, especially in Eritrea, where 80% of the population derive their livelihoods from agriculture, which is dependent on underground water. Other challenges include governance issues and weak capacity to manage and build resilience in the rural communities.
Therefore, this intervention will seek to develop skills while promoting greater economic inclusion and resilience in the rural communities especially among youth and women. The project will also repair the damages and losses sustained by the population, especially the poor and vulnerable communities of the arid and semi-arid lands (ASALs), during the recurrent droughts in order to restore normalcy and resumption of economic and social activities.
The project will benefit about 120,000 people of which some 65,000 will be women. About 1,500 youth employment (men and women) will be created. The government is working to ensure that areas with low socio-economic indicators are adequately supported. Other public institutions such as the National Agricultural Institute and relevant Directorates in the Ministry of Agriculture will also benefit from the project in terms of capacity building.
The total estimated project cost is US $8.13 million. The loan and grant from the Bank’s Transition Support Facility (TSF) will cover 88% of the total cost, while the Government and beneficiaries will contribute the remaining 12% of the costs in kind and in cash.

Today FunPlus announced the panel of judges for its third annual IndiePlus contest. Indie game developers are invited to submit their games for consideration until January 29. The winners of IndiePlus will be announced at the FunPlus GDC Party on February 28, with the grand prizewinner receiving a $10,000 prize. Game submissions will be judged by a panel of notable indie game developers and industry veterans, including Justin Roiland, creator of the animated series Rick and Morty, Dylan Bevis, creator of 2016 IndiePlus winner Rodeo Stampede, John Davison, General Manager of Glixel and Ed McMillen, creator of indie hit games Super Meat Boy and Binding of Isaac. Submissions will be judged on user experience, craftsmanship, and fun. The goal is to celebrate games and the independent artists that make them, and to reinforce FunPlus’ belief that great games, exciting content and engagement are the keys to success in mobile. Judges will consider innovation in design, tech, sound, and multiplayer and how these positively affect the player experience on a mobile device.

Substantial Renovation and Preservation of Important Affordable Housing Resource in Philadelphia Made Possible by HUD’s Rental Assistance Demonstration Program

January 27, 2017 ( –​With paintbrushes in hand, executives from The Michaels Organization, the city of Philadelphia, and The Philadelphia Housing Authority (PHA) gathered with residents yesterday to celebrate the start of major renovations at Courtyard at Riverview, a 470-unit affordable housing community adjacent to the Italian Market area of Philadelphia.
The rehabilitation of Courtyard is the result of a record-setting deal completed using the U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration (RAD) program. 

Courtyard will be revitalized into modern, energy-efficient housing while preserving the affordability for the families and seniors who call the community home.

Courtyard consists of 165 senior unit high-rise apartments and 305 modern low-rise homes for families. The rehabilitation activities at the senior tower will include: exterior facade repairs, roofing and window repairs and replacements, reconstruction or replacement of the elevators as well as heating and ventilation system upgrades. Kitchens and baths will also be upgraded with new counters, fixtures and vanities. The townhouses will be similarly upgraded.
“This transaction ensures that the Courtyard Apartments at Riverview is preserved for low-income seniors and families. Even as our city’s neighborhoods grow in value we must not forget about the less fortunate among us who need a decent place to live,” said PHA President and CEO Kelvin Jeremiah.

I want to thank HUD for providing an innovative solution to attract private sector dollars to assist in reducing the housing crisis. The RAD transaction changes the subsidy from public housing to Project Based Housing Choice Voucher (Section 8) assistance. This allows the owner to generate private capital for the much needed repairs and upgrades. 
By switching subsidy platforms, the RAD program allows the owners of public housing developments to leverage debt in order to generate capital for re-investment in the development, including a set-aside for reserves. Under RAD, the project is subject to a RAD Use Agreement that automatically renews every 20 years. This ensures that the units remain permanently affordable to low-income households.

The Advanced Imaging Society and The VR Society Announce 2017 Honorees

HOLLYWOOD, Calif.–(BUSINESS WIRE)–The Advanced Imaging Society and The VR Society will continue to
influence the 2017 awards season when it presents the 8th Annual
Lumiere™ Awards this year honoring creative work in movies, TV and
expanded Virtual Reality categories at Warner Bros. Studios, February
13, 2017, in Hollywood. The black-tie gathering will begin at 6:30PM
with a sit down dinner, followed by the awards ceremony at the Steven J.
Ross Theater.

Director, writer and producer Jon Favreau, director of Disney’s
blockbuster “The Jungle Book” movie and creator of the “Gnomes &
Goblins” VR experience with Wevr and Reality One, will be presented with
the Society’s 2017 Harold Lloyd Award for Filmmaking. Favreau directed
Marvel’s “Iron Man” and “Iron Man 2” movies, and he also directed
“Chef,” “Cowboys and Aliens” and “Elf.” His films have grossed over 2.5
billion dollars at the worldwide box office. Previous honorees have
